Still, sources consistently underline that the Vietnam offshore wind market needs execution scaffolding, not just targets. Global Energy Monitor explicitly points to a lack of a regulatory and legal framework that appears to delay offshore wind progress, even as offshore wind represents a large share of the in-development pipeline.
